The Sports Federation & Olympic Committee (SF&OC) of Hong Kong, China on Wednesday said member associations that fail to meet new standards in terms of governance and operation may face penalties such as subsidy cuts. The body launched a review of the governance and operation of 77 sports associations following a 2020 audit report. It said the review has now been completed and it will hand in a report to the government. Edgar Yang, honorary secretary general of the SF&OC, said associations will be given two years to make improvements set out in the report. The consequences for failing to do so will include cuts to government subsidies, he said. “That will be the worst scenario, that we have to step in. In the coming 24 months, we believe that we will be able to lead and offer guidance to the NSAs (national sports associations) where we see there are matters that we need to rectify or enhance,” Yang said. “The certificate of compliance will be the last resort. Basically, there will be [different] levels of punishment that we will consider.” Sports minister Kevin Yeung attended a briefing for associations conducted by the SF&OC on Wednesday and said the review marks the start of improvements for the sports sector. “It’s a very important step forward for the further enhancement of our whole sports development in the future. We are positive and we will work with the SF&OC and all the NSAs to make sure that we are all going towards the right direction,” he said. Member associations of the SF&OC expressed support for the report, with chairman of the Hong Kong, China Ice Hockey Association, Sherman Chan, saying it is reasonable for those who fail to comply with the requirements to be hit with penalties. “I think this is quite fair. If any of the NSAs could not meet the requirements, nor try to improve, and their [subsidies] were cut, I think that’s fair,” he told RTHK. The report covers areas such as the associations’ board governance, selection of athletes, and management of coaches and umpires.
