In this episode, we (Lee, Helen and Steve) choose which characters and precinct will be developed further, dive deep into the characters and the relationships between them and how that interacts with the precinct. We really hone in on the themes that we want to explore with the show and how they should support every choice we make. At the end, we have a set of characters and a location (i.e. precinct) in which to set the show.
