That means it was developed to give you the effects of anabolic steroids - the positive effects. It's supposed to only bind to your muscle and bone while leaving all your other organs untouched. The hope of this was to minimize the side effects of anabolic steroids. For example, if you take steroids your prostate grows and women become more masculine.
